National Institute for Literacy English Language and Literacy Expert Work Group,
Washington, DC: Identifying key issues related to the English language and
literacy skills of adult immigrant populations to the US (2006-the present).
Center for Applied Linguistics and the Office of Vocational and Adult Education,
Washington, DC: OVAE Adult ESL Assessment Project (2005 to 2006). Identified
gaps in the language assessment instruments for adult ESL learners in the US.
Global English Corporation, Burlingame, CA: Reviewed test items to produce a
shortened version of the GlobalEnglish computer adaptive placement test
(2002). Gave presentations on language assessment to the materials
developers and sales team (2002 to 2006). With Kevin Jepson, co-authored forty
reading passages and eighty items for the GlobalEnglish computer adaptive
placement examination (2004).
Data analysis for Dr. Donald Freeman of the School for International Training,
Brattleboro, VT: With Sarah Springer, conducted computer analyses of
questionnaire data collected by Dr. Freeman from teachers in Brazil at three
phases of a large-scale training project (2005).
Heinle and Heinle, Boston, MA: Co-authored twelve Review Unit Tests for David
Nunan’s Listen In series with Kevin Jepson (2003). Reviewed test items for adult
text book series (2002).
California Test Bureau of MacMillan/McGraw-Hill, Monterey, CA: Served two terms
as the applied linguist on the Bias Sensitivity Review Panel, National Council of
State Boards of Nursing Licensure Exam (1990-1994). Reviewed proficiency
level descriptors for a new test being developed by CTB (2005).

I enjoy serving as the external reviewer for Ph.D. dissertations. So far, in this
capacity I have worked with Anne Burns, Ruth Wajnryb, Michael Courtney,
Elizabeth Walker, Geoff Brindley, Icy Lee, Mark Wong, Albert Wong, Lai Lai Kwan,
Phillip Hoare, Linda Steinman, Liz Ellis, and Tzu Chia Chao. I was also the
External reviewer, MA Program in Applied Linguistics, University of Hong Kong
(1997 to 2000).
Editorial Board Member
I currently serve on the editorial boards of Innovation in Language Learning and
Teaching, China Review of Applied Linguistics, Modern Language Journal,
International Review of Applied Linguistics, Language Teaching Research, and
the Asian Journal of English Language Teaching. In the past I have served on
the Editorial Boards of TESOL Quarterly, Prospect: A Journal of Australian
TESOL, Applied Language Learning, and Dialogue on Language Instruction.
Manuscript Reviews
I regularly review manuscripts submitted for publication to Language Learning
and Technology, Canadian Modern Language Review, Hong Kong Journal of
Applied Linguistics, Foreign Language Annals, English for Specific Purposes
Journal, Applied Linguistics, Language Learning, and Studies in Second
Language Acquisition. I also review pre-publication manuscripts for Educational
Testing Service, Princeton, New Jersey; the National Foreign Language Center,
University of Hawaii; National Center for English Language Teaching and
Research, Macquarie University, Sydney, Australia, as well as for commercial
publishers (Longman Publisher, Prentice-Hall, Inc., Cambridge University Press,
McGraw-Hill, and Heinle & Heinle).
Research Proposal Reviews
I have reviewed proposals submitted to the National Foreign Language Center,
Johns Hopkins University; the Social Sciences and Humanities Research
Council of Canada; Queens University, Kingston, Ontario, Canada; and The
International Research Foundation for English Language Education (TIRF).
